Microsoft "Upgrade" licenses ?

Hi, I notice most of the licenses offered are 'upgrade' licenses, i.e. you need an existing license of an older Windows OS version before you can upgrade. Are there any full license options offered for a PC without an existing OS? Thanks in advance :)

yes we are trying to change to include full version of OS and not just upgrades. But for now if you any version of a genuine windows OS, you can upgrade it to the latest windows 7.

^ Nice! What are the specs on those machines? Win 7 definitely is good in the performance segment, but I would feel a bit more comfortable running it on systems with atleast a Gig of RAM. Unfortunately wIth current RAM prices forcing the transition to DDR3, it really isn't an ideal time to buy RAM. The other problem is more of a mental block - most NGOs aren't too computer savvy, so a new interface/OS will end up confusing them. What about downgrade rights with Win 7 Pro/Enterprise? I believe you can downgrade to XP Pro from Win 7 Pro/Ent (atleast till April 2011). Would that option be possible? If so how does the downgrade process work? Cheers and Thanks for the response! :)
